HSE, Quality & Professional Standards

Safety. Quality. Accountability.

Method planned before the activity. Inspection against defined criteria. Records that survive an audit.

Principle

Safety is a planning output

Most construction incidents trace back to a method that was never planned: an excavation without a support decision, a lift without an assessed route, work at height without an access design.

The same is true of quality. Work inspected by general supervision produces inconsistent outcomes and no record. Work inspected against a written criterion at a defined hold point produces both.

B-CIJVAL treats HSE and quality as engineering deliverables produced before mobilisation, not as attitudes expected of the site team.

Framework

Six management areas

01

HSE Management

Method statements and risk assessments produced before the activity, with site inductions, toolbox talks and documented incident reporting.

02

Quality Assurance / Quality Control

Inspection and test plans with defined hold points, materials testing to specification, and written non-conformance close-out.

03

Risk Management

A live project risk register with assigned owners, reviewed at every progress meeting rather than compiled at tender stage and filed.

04

Environmental Management

Environmental controls carried from the management plan into the construction method, with monitoring against the recorded baseline.

05

Construction Safety

Excavation support, work at height access design, lifting plans and plant movement controls planned as engineering decisions.

06

Professional Engineering Practice

Design work carried out and checked under professional engineering supervision, with calculations retained and traceable.

Quality Control

The inspection regime

  • Inspection and test plan issued before the activity starts
  • Defined hold points that cannot be passed without sign-off
  • Materials tested against specification on receipt
  • Reinforcement and formwork inspected before every pour
  • Concrete sampled and cube-tested at defined frequency
  • Non-conformances raised in writing and closed with evidence

Construction Safety

Site controls

  • Site induction for every person entering the site
  • Method statement and risk assessment before each activity
  • Excavation support decisions made by an engineer, not on site judgement
  • Lifting plans with assessed routes and exclusion zones
  • Access design for all work at height
  • Incident and near-miss reporting with recorded corrective action

Documentation

What an audit would find

Every project maintains a quality file containing the inspection and test plan, materials test certificates, hold point sign-offs, non-conformance records and their close-out evidence, and the as-built documentation.

The file is compiled during construction, not reconstructed at handover. That distinction is the difference between a record and an account.
